ProcurCompEU – a new tool to support the professionalisation of public procurement

The Professionnalisation of public procurement is the key. That’s how the European Commission has released ProcurCompEU, a new tool that will help individuals and contracting authorities assess their competencies and knowledge of public procurement, design targeted learning and development tools, and identify skills gaps. It recognizes and supports public procurement as a strategic function that delivers public investment for sustainable growth.

ProcurCompEU is a voluntary, free to use, and customizable tool, designed to serve as a common reference point for procurement professionals in the EU.

The main goals of the tool:

  • Facilitate recruitment, training, and career development
  • Allow organizations to manage their human resources successfully
  • Improve the competence level of public procurement professionals
  • Focus on the multidisciplinary and strategic dimension of procurement

The ProcurCompEU package contains:

  • Competency Matrix, which defines the competencies and skills public procurement professionals should have depending on the role they perform
  • a Self-Assessment Tool, which public procurement professionals and organizations can use to assess their levels of proficiency and organizational maturity
  • a Generic Training Curriculum, which will help develop appropriate training programs
  • a Study on professionalization of public procurement in the EU and beyond, which takes stock of competency-based human resource management in the EU countries and selected third countries
